Tishomingo County Water District (Owner) is requesting Bids for the construction of the following
Project: Phase III Water Treatment Plant and System Upgrades Bids for the construction of the Project will be received at the Tishomingo County Water District Office located at 117 E. Eastport St., Iuka Mississippi, until Tuesday 25 January 2022 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work: Construction of Water Treatment Plant and System Upgrades Bids are requested for the following Contract: Phase III Water Treatment Plant and System Upgrades.

Contract documents, including drawings and specifications, may be examined at the office of Dean McRae Engineering, Inc., located at 308 Grisham Street, Iuka, Mississippi. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: www.deanmcraeplans.com
Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor
Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources
other than the designated website. All planholders are required to have a valid email address for
registration. Bid documents are non-refundable and must be purchased through the website. For

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any,
obtained from sources other than the Issuing Office. Each bid submitted must be marked on the outside “Phase III: TCWD Water Treatment Plant and System Upgrades.” Any bid more than $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state awards contracts to

Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of nonresident contractors. Any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law shall be rejected and not considered for award.

A pre-bid conference is not required for the Project however, all bidders are highly encouraged to visit
and inspect the site by contacting Dean McRae Engineering at 662-423-9104. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract:
De Minimis, Minor Components, and Pig iron and direct reduced iron.
