Sealed bids will be received by the Board of Supervisors of Rankin County, Mississippi at the Rankin County Administrative Building, Brandon, Mississippi, until 10:00 am on the 4th day of August, 2022 and shortly thereafter publicly opened for the construction of 10.656 miles of OVERLAY on the VARIOUS ROADS “A”-“E” being known as Project No. SAP-61(18)M in Rankin County, Mississippi.

BASIS OF AWARD

The award, if made, will be made to the lowest qualified bidder on the basis of published quantities.

The Board of Supervisors hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

PLANS AND SPECIFICATIONS are on file in the Office of the Chancery Clerk of Rankin County, the County Engineer’s office and the Office of the State Aid Engineer, 412
E. Woodrow Wilson Avenue, Jackson, Mississippi. This project shall be constructed in accordance with the latest edition of the Mississippi Standard Specifications
for State Aid Road and Bridge Construction.

PLANS AND PROPOSALS may be secured from Plan House Printing. Those interested in viewing or obtaining documents or submitting an electronic bid are required to register for an account at www.engserviceplans.com. Registration requires a valid email address. Bid Documents may be obtained upon payment of $200 (which is non-refundable) and must be purchased through the website or by phone. Call Plan House Printing at (662)407-0193 regarding questions about registration or placing orders.

ELECTRONIC BIDS shall be submitted in pdf format to www.engserviceplans.com. Electronic bid submittals shall include a cover sheet with the information required for envelopes containing paper bid submittals. The Bidder is fully responsible for on time delivery of bids regardless of bid submittal method chosen. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

Certified check or bid bond for five percent (5%) of the total bid, made payable to Rankin County and the State of Mississippi must accompany each proposal.

Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal will not be considered in making the award.
