Separate Sealed Bids for the Construction of (detailed description): The project includes services necessary to successfully modify the existing pump station in the intersection of Railroad Rd. and Klondyke Rd. and install a new pump station with all appurtenances in the right-of-way in the northeast corner of the intersection. This work also includes the construction of approximately 3,300 linear feet of 8” sewer force main via open cut and horizontal directional drilling along with all miscellaneous equipment and other work items, as depicted in the Contract Documents.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the RESTORE Council and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Council Financial Assistance Standard Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RETORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., all applicable terms and conditions in 2 C.F.R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable.

Notwithstanding the above, neither MDEQ, nor the RESTORE Council, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee or servant of MDEQ or the RESTORE Council.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises as subcontractors and/or suppliers, as applicable.

All bids shall be submitted in a sealed envelope with the bidder’s name, address, date and time of the bid opening, and the words “TRAUTMAN BASIN WASTERWATER IMPROVEMENTS” written on the exterior of the sealed bid envelope. The Bidder’s Certificate of Responsibility Number shall be written on the exterior of the envelope. Absence of the Bidder’s Certificate of Responsibility Number on the exterior of the envelope will cause the declared bid to not be opened or considered.

The City of Long Beach reserves the right to reject any and all bids and to waive any informality. Bids may be held by the City of Long Beach for the purpose of review for a period not to exceed ninety (90) days from the date of the Bid Opening.
