Notice is hereby given that sealed proposals or electronic proposals will be received by the Board of Supervisors for Jackson County,
until 12:00 noon (CT) on February 16, 2023, and said proposals are to be opened and read aloud at 1:00 p.m. in the Board of Supervisors’ Meeting Room located in the Jackson County Services Building, 2915 Canty Street, Pascagoula, MS 39567.

Envelopes containing the proposal must be sealed, addressed to Joshua Eldridge, Chancery clerk, and designated as a proposal for the following items described, to wit:

When submitting an electronic proposal, the proposal must be submitted in “pdf’ format and shall contain the same information and forms as required for the paper proposals. Electronic proposal must be secured with a bid bond. When submitting a proposal electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted proposal has a corrupted attachment, the proposal will be considered null and void. Electronic proposals shall be submitted at www. jacksoncoplans.com

Sealed proposals shall be marked “Jackson County Solid Waste Department Household Hazardous Waste Event” and submitted in a sealed envelope addressed to Joshua Eldridge, Chancery Clerk, 2915 Canty Street, Suite R, Pascagoula, MS 39567. Sealed proposals may be delivered by mail or hand delivered. All proposals will be publicly opened and read aloud in the Board of Supervisors’ Board Room in the Jackson County Services Complex. Proposals received after the noticed date and time for submittal will not be considered but will be returned to the bidder unopened.

In the letting of public contracts in the State of Mississippi, preference shall be given to resident contractors, and a non-resident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonĀ­ resident bidder’s state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over non-residents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the non-resident. When a non-resident contractor submits a bid for a public project. He shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of non-resident contractors.

No proposal may be withdrawn after the scheduled closing time for a period of Sixty (60) days. The Jackson County Board of Supervisors reserves the right to reject any or all proposals on any or all projects and to waive informalities.
