The Town of Walnut, Tippah County, Mississippi, will receive bids for the construction of sidewalks and pedestrian appurtenances in the vicinity of Walnut School along Commerce Street, Gary Boyd Pass, Munn Avenue, and James Street for a total project length of 0.57 miles and crack repair and resurfacing of 0.45 miles of walking track, Federal Aid Project No. STP-0131-00(009)LPA/107367-701000
no later than 10:00 a.m., Local Time, March 2, 2021, at the Walnut Town Hall located at 621 Main Street, Walnut, Mississippi. All bids so received will be publicly opened and read aloud.

The work shall consist essentially of the following items:

Construction of 0.57 miles of sidewalks and surface repair of 0.45 miles of asphaltic walking track and all other related items of work required to complete the project as shown and specified in the Contract Documents.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

There shall be a NON-MANDATORY Pre-Bid Conference held at 10:00 a.m. on the 16th day of February, 2021, at the Walnut Town Hall located at 621 Main Street, Walnut, MS. Attendance by all prospective bidders is strongly recommended for this project. It is also suggested that all potential subcontractors and interested parties attend the meeting.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

The Town of Walnut of Tippah County hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

The contract Documents are on file and may be examined at the following locations:

1. Walnut Town Hall, 621 Main Street, Walnut, Mississippi 38683
2. Scott Engineering Company, 1530 Polk Street, Corinth, Mississippi 38834

All Documents required for bidding purposes may be obtained from upon payment of $100.00 for hard copy documents or $75.00 for document download, which will not be refunded.

Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank, or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Town of Walnut as bid security. Bidders shall also submit a current financial statement, if requested by the Town. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

The proposal and contract documents in their entirety shall be submitted in a sealed envelope and deposited with the Town Clerk, 621 Main Street, Walnut, Mississippi, prior to the hour and date above designated. Bids will only be accepted from official plan holders. No stripped bids will be accepted. No bidder may withdraw a bid within sixty (60) days after the date of actual bid opening, without Owner’s consent.

Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The Town of Walnut reserves the right to reject any and all bids. The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
