Electronic or sealed proposals provided by Professional Wetlands Consultants for Construction of “SITE 4 PERMITTEE RESPONSIBLE MITIGATION” will be received at “14054 Fred & Al Key Road, Kiln,” Mississippi,
until 10:00 A.M. LOCAL TIME on the 18th day of March, 2021, and then will be publicly opened and read. Any proposals received after the time and date specified will not be considered and will be returned unopened.

All proposals must be addressed to the HANCOCK COUNTY PORT & HARBOR COMMISSION of HANCOCK COUNTY, Mississippi, marked “SEALED PROPOSAL TO BE OPENED AT 10:00 A.M., 18th day of March, 2021”. If a proposal is submitted by mail, the address of HANCOCK COUNTY PORT & HARBOR COMMISSION is “14054 Fred & Al Key Road, Kiln, MS 39556”. If a proposal is hand-delivered, the street address of the HANCOCK COUNTY PORT & HARBOR COMMISSION is “14054 Fred & Al Key Road, Kiln, MS 39556”.

When proposals are submitted electronically, the same requirements for submitting sealed proposals shall apply. Electronic proposals shall include a document representing the cover of the envelope containing the aforementioned criteria.

This project, as described in the mitigation plan, included within the proposal documents is for the creation of tidal wetlands with zoned vegetation to replace the impacted tidal marsh and submerged aquatic vegetation resulting from the development of the Site 4 property within the Port Bienville Industrial Park. The Site 4 property development includes the construction of a steel sheetpile bulkhead with associated dredging of the adjacent channel. The proposed mitigation area is on land adjacent to the project site within the Port Bienville Industrial Park. These services and materials are more specifically described in this Request for Proposal (RFP), Section 2.0 through 8.0. Section 9.0 provides a proposed Agreement to be used for the project contract.

The drawings bound in the proposal documents are photographic reductions of the original tracings. Cost includes shipping and handling for each set. The cost of proposal documents is non-refundable and proposal documents must be purchased through the website. Return of documents is not required. Each proposal must be submitted on the prescribed form and accompanied by a certified check or proposal bond executed on the prescribed form, payable to the Hancock County Port and Harbor Commission in an amount not less than 5 percent of the amount submitted in the proposal.

All interested parties are required to be represented at both the MANDATORY Pre-Proposal Conference conducted at the McDonald Training Facility, 3060 Port and Harbor Drive, Pearlington, MS, and the MANDATORY Site Visit to be conducted immediately after the Pre-Proposal Conference.

The purpose of this conference is to allow potential respondents an opportunity to present questions to staff and obtain clarification of the requirements of the proposal document and to view the site. Because the HCPHC considers such a conference and site visit to be critical to understanding the proposal requirements, representation at the pre-proposal conference and the site visit is MANDATORY to qualify as a respondent.
