Sealed, written and electronic formal bid proposals will be received by NEW ROCHELLE HOUSING AUTHORITY, at 50 Sickles Avenue, New Rochelle, New York 10801 at 3:00 p.m. (CENTRAL), 4:00 p.m. (EASTERN) on March 18, 2021, at which time and place they will be publicly opened and read aloud, for the BRACEY APARTMENTS RECREATION/ PARKGROUNDS IMPROVEMENTS project. Bidders who wish to attend the bid opening may do so via video conference. Please contact McElroy Architecture for call in access code and password in order to participate.

The New Rochelle Municipal Housing Authority reserves the right to reject any and all bids and to waive informalities, also to withhold the acceptance of any bid if approved, for thirty calendar days from the date bids are opened.

All Contractors who intend to submit “BIDS” are encouraged to attend the NON-MANDATORY PRE-BID CONFERENCE via ZOOM on WEDNESDAY, MARCH 2, 2021 at 4:00PM. Failure to attend the Pre-Bid Conference will not result in rejection of submitted proposals. Again, bidders who wish to attend the bid opening should contact McElroy Architecture for call in access code and password in order to participate.

All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or a Bid Bond written by a company licensed to do business in New York. The successful bidder will be allowed 120 calendar days from the date of issuance of Notice to Proceed to complete the project. Liquidated damages will be assessed at $1,000.00 per day for each calendar day the work is not substantially complete.

The successful bidder will be required to furnish a Performance and a Payment Bond written by a company licensed to do business in New York, each in an amount equal to 100% of the contract amount.
