THE HATTIESBURG PUBLIC SCHOOL DISTRICT, HATTIESBURG, MISSISSIPPI

This Project shall be executed and completed in accordance with the Antiquities Law of Mississippi (Miss. Code. Ann. 39-7-1 et seq.), and the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Contract Documents have been approved by the Mississippi Department of Archives in accordance with the Antiquities Law of Mississippi (Miss. Code. Ann. 39-7-1 et seq.), and the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

This Project, which has a grant from the Mississippi Community Heritage Preservation Grant Program established under Senate Bill 3065, Laws of Mississippi, 2019, and administered through Mississippi Department of Archives and History (MDAH).

Contractors are requested to adhere to Code of Federal Regulations (CFR) Title 2 Grants and agreement part 200 relating to Contractual Procedures, Termination Clauses, Equal Opportunity Employer, Davis-Bacon Act, Contract Work Hours, and Safety Standards Act …

2 CFR 200.322 – Domestic preferences for Procurements: Contractor shall purchase, acquire, use of goods, products or material produced in the USA to greatest extent possible.

Contractor should be familiar with guidelines provided in 34 CFR Section 76.00D and 34 CFR 75.600-75.617.

Contractors are required before bidding to submit all qualification statements for review and approval to determine experience working with previous MDAH projects (minimum of 3 projects).

NOTICE is hereby given that the Board of Trustees of the HATTIESBURG PUBLIC SCHOOL DISTRICT will receive sealed proposals for the above referenced project until 2:00 p.m. Thursday, April 29, 2021 in the Board Room at Hattiesburg Public School District Office, located on 301 Mamie Street, Hattiesburg, Mississippi, 39401.

A single contract shall be let for the complete project including all general construction. The Owner is requesting bids from qualified bidders. It is the intent of the Owner to award a Contract to the lowest qualified Bidder but reserves the right to select the Bidder they feel is the best, which may not necessarily be the lowest bid. All bidders should be aware of the possibility their bid may not be accepted even if it is the low bid. The Owner shall have the right to accept Alternates in any order or combination and to determine the low bidder on the sum of the Base Bid and Alternates accepted as well as contract time, subject to the provisions of Section 31-7-13 of the Mississippi Code of 1972, annotated and amended, and other applicable State laws. Refer to Project Specifications, Section 00100- Instructions to Bidders, for additional Bidding procedures and requirements. The Owner shall have the right to reject any or all bids and waive informalities and irregularities.

Contractors are highly encouraged to attend pre-bid conference to verify existing conditions and scope of work for renovations to buildings on campus. Pre-bid conference 10:00 AM, Thursday April 15, 2021.

The Contract Time, from notice to proceed until Substantial Completion, shall be specified by Bidder. The estimated days for completion may be considered in making final selection.

The prescribed liquidated damages amount for this project will be $ 500.00 Per day for project overrun.

Bidders must be licensed by the State of Mississippi and shall indicate a valid Certificate of Responsibility number on the outside of the bid envelope for the bid for all bids over $50,000.00 to be considered.

All bids must be accompanied by bid security equal to 5% the amount of the bid, in the form of a certified check, cashier’s check or a bid bond written by a company properly licensed in Mississippi.

The successful bidder shall be required to furnish a payment and performance bonds written by a company licensed in Mississippi. The bond will be in the amount equal to 100% the contract amount.

Owner is requesting Woodley Campus Pay Applications be separated as follows for successful bidder: Phase I – Historic Building “A”and
Phase II – Buildings “B” and “C” together
Intent is for Historic Building “A” costs be separated from other buildings on monthly applications for payment.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the Contract Documents referred to therein.

Proposals shall only be accepted when submitted upon the Bid Form provided with the Plans and Specifications. All blanks shall be completed legibly in ink. Submission of a bid represents that the bidder understands the Plans and Specifications and has visited and assessed the site.

Each bid must be received in a sealed envelope which is marked in the lower left-hand corner EXACTLY as follows:
