Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the South Panola School District.

Project Identification: 21010 South Panola Esser HVAC.

Project Location: 209 Boothe Street, Batesville, Mississippi, 38606.

Owner: South Panola School District, 209 Boothe Street, Batesville, Mississippi, United States.

Owner’s Representative: Tim Wilder

Architect: Dale | Bailey, An Association.

Project Description: This package contains two Contracts for Bid. Base Bid A South Panola High School is a package consisting of replacement of various rooftop and indoor HVAC equipment in the school. Base bid B consists of HVAC equipment replacement across multiple schools including: Batesville Elementary School, Batesville Intermediate School, Batesville Middle School, and Batesville Junior High School. Both packages also include district and associated electrical improvements.

Base Bid “A” Project cost range is anticipated to be under $1,400,000

Base Bid “B” Project cost range is anticipated to be under $800,000.00

The Owner has set a goal of 15% participation of locally owned companies for this project and a goal of 15% minority / woman owned participation for this project. Contractor must prove and document a good faith effort in writing of their efforts to obtain these goals within (7) days of notification of award of contract.

Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “South Panola ESSER HVAC; Project number 21010 to be opened May 20, 2021” Envelope shall be addressed to Tim Wilder, Superintendent of Schools, 204 College Street, Batesville, MS. 38606. In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com. Electronic bids are not required by the Owner, but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders.

Location: South Panola School District Parent Center, Batesville Mississippi 38606

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used , shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

A Pre-Bid Meeting for all bidders will be held on May 11, 2021, 10:00 a.m., local time.
Prospective prime bidders are requested to attend.

Architect will provide responses at Pre-Bid Meeting to bidders’ questions received up to two business days prior to Meeting.

Bid documents are being made available via ordiginal paper copy or digital CD. Plan holders are required to register and order bid documents at www.dalebaileyplans.com. Bid documents are non refundable and must be purchased through the website. All plan holders are required to have a valid email address for registration.

Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Completion Time of July 29, 2022. Work is subject to liquidated damages.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
