Sealed bids for the “GENERAL AVIATION AREA WATER SYSTEM IMPROVEMENTS” to be performed at the Golden Triangle Regional Airport will be received at the Airport’s Administrative Boardroom at 2080 Airport Road, Columbus, MS 39701 by Michael Hainsey, Executive Director of the Golden Triangle Regional Airport Authority (the Owner), until 1:30 p.m. (Central Daylight Time) on the 14th day of July 2021, at which time and place they will be publicly opened and read aloud. Work will be that associated with the installation of a new 6-inch water line beginning just north of the Airport Terminal Building and extending to the existing backflow preventer near the entrance to Eurocopter at Airport Road (Hwy 791). Multiple smaller diameter service laterals will be extended from the new 6-inch line to various buildings throughout the proposed project area. New water meters, valves and fire hydrants will also be installed. The award of the contract will be based on the lowest qualified bid proposal. All work performed shall be in exact accordance with the Construction Plans, Technical Specifications (on file at the office of the said Owner), Proposals and Special Provisions, under the direct supervision
and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi.
Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi as a
licensed general contractor capable of performing the required work. No contract shall be issued or
awarded to any contractor who does not have a current certificate of responsibility issued by the State of Mississippi in effect on the date of the bid opening.

CERTIFICATE OF RESPONSIBILITY: Each contractor submitting a bid in excess of $50,000.00
must show on his bid and on the face of the envelope containing the bid, his Certificate of
Responsibility Number, as required by Section 31-3-21 and 21-3-15, Mississippi Code of 1972. If
the bid does not exceed $50,000.00, a notation so stating must appear on the face of the envelope.
EVIDENCE: No bid will be opened, considered or accepted unless the above information is given
as specified. Non-resident contractors bidding on this project shall be required to have their Mississippi registration complete and a current certificate of responsibility number issued by the State of Mississippi in effect on the day of the bid opening. Any bid submitted in violation of this requirement shall be rejected. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the Golden Triangle Regional Airport, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.

No portion of the proposed project is expected to be within the secured perimeter of the airfield; therefore, FAA guidelines for work in Airport Operational Areas and in secured airfield areas will not apply to this project. However, public safety is of utmost concern and the contractor shall be familiar with traffic control in work zones where public interface will occur. Temporary signage, barricades, markings, etc. will comply with guidelines set forth in the federal Manual of Uniform Traffic Control Devices, latest edition.

A pre-bid conference for the project is planned for June 23rd, 2021 at 10:30 a.m. in the Airport Authority conference room, located in the Airport Terminal Building. While attendance is not mandatory, it is strongly recommended that prospective bidders attend the pre-bid conference(s). Any questions that bidders might have should be directed to the airport’s engineering consultant, Neel- Schaffer, Inc., Birmingham, Alabama, to the attention of Josh Stump, senior project manager. The engineer will receive questions related to this project until 5:00 p.m. on July 6, 2021, after which
additional questions will continue to be accepted, but without guarantee it/they will be answered before bid opening.

Bid documents are being made available via original paper copy or digital file. Plan holders are required

Bidder’s attention is invited to Section 100 of the General Conditions and its referenced FAA materials
