Separate Sealed Bids for the Construction of (detailed description): PRCC Aviation Aerospace Workforce Academy Project. The work shall consist essentially of construction of the following items: Installation of a new metal aviation aerospace workforce academy building, site work, utility work, interior finishes, etc. will be received by Pearl River Community College herein called the “Owner” at the Multipurpose Training Room located at 7250 Stennis Airport Drive (adjacent to the runway), Kiln, MS 39556, or electronically, at www.prccbids.com
until 3:00 PM local time, Thursday, July 28, 2022 and then at said office publicly opened and read aloud.

The PLANS, SPECIFICATIONS and CONTRACT DOCUMENTS may be examined and/or acquired at the following locations:

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub- Award Terms and Conditions, the RESTORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither MDEQ nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract.

Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee or servant of MDEQ or Treasury. Electronic bids will be accepted in accordance with MS Code Ann.§ 31-7-13 ©(v). Plans and specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at www.prccbids.com. Bid documents are non-refundable and must be purchased through the website.

No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration, Award No. 04-79-07379 and therefore is subject to the Federal laws and regulations associated with that Program.
