Sealed Bids will be received by the HANCOCK COUNTY PORT & HARBOR COMMISSION at 14054 Fred & Al Key Road, Kiln, MS, until 9:00 A.M., January 12, 2021 and shortly thereafter opened and read for:

SITE 4 MULTI-MODAL FACILITY (RE-BID)

Bids received will be publicly opened and read aloud at 9:00 a.m., LOCAL TIME, at the Office of the HANCOCK COUNTY PORT & HARBOR COMMISSION at 14054 Fred & Al Key Road, Kiln, MS.

The scope of this project includes a Base Bid and four (4) additive alternates, as described below:

• Base Bid: Includes the following major construction activities: 500 linear feet of bulkhead/associated tie-back systems; 500 feet x 42 feet wide pile supported concrete apron; 500 feet x 240 feet limestone laydown yard; 1000 linear feet of railroad track; new 8” diameter potable water line and modification of an existing 12-inch diameter potable water line; wave attenuation structure; installation of four (4) mooring dolphins in existing keyway slip; storm water detention pond and drainage including concrete inlet and discharge structures; and, improvements to existing crushed limestone across roads.

Alternate Bid Items Include:
• Alt A1: Extend bulkhead, concrete apron, and laydown yard 50 additional feet;
• Alt A2: Extend bulkhead, concrete apron, and laydown yard 100 additional feet;
• Alt A3: Dredging; and,
• Alt A4: Modify Glycol Pipeline and Improvements to an Existing Limestone Road.

The bid documents are being made available online via original paper copy or compact disc upon payment $225.00 per paper copy and $100.00 per compact disc. The drawings bound in the bid documents are photographic reductions of the original tracings. Cost includes shipping and handling for each set. The cost of bid documents is non-refundable and bid documents must be purchased through the website. Return of documents is not required.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RETORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R.
